Title:From “Tianxiaren” to “Touduke”: The Historical Tug-of-War Between Sovereign Power and Human Life

Abstract:
This speech examines how diasporic Chinese migrants have been historically labeled and governed under shifting regimes of power. From the seventeenth-century Sea Ban policies in China to the nineteenth-century Chinese Exclusion Acts in Western countries, migrants were increasingly framed as “irregular” or “illegal.” Drawing on Nietzschean genealogy, Foucauldian biopolitics, and Benjaminian philosophy of language, this study traces six key terms—tianxiaren 天下人, qimin 棄民, huaqiao 華僑, guomin 國民, Zhongguoren 中國人, and touduke 偷渡客—to explore how identities are constructed through political designation.

Combining archival and ethnographic research, the essay shows how sovereign power produces categories of belonging and exclusion, while migrants continuously navigate and challenge these imposed identities. Ultimately, it reveals the tension between state control and human mobility in the making of modern political life.
