關於台文系所學會臨時大會-投票人數注意事項(依105年章程版本)/Regarding the Extraordinary Member Meeting of the Taiwanese Literature - Notes on the number of voters (according to the 105 charter version)
各位老師及同學們好:
本系於2023年接獲學生事務處學生活動發展組來函表示:本校研究生成立所學會之法規依據是參照「國立成功大學系學會組織辦法」(相關法規詳附件一),目前105年成立之「台灣文學研究所研究生學生會」為校內唯一經正式申請登記可代表臺灣文學系研究生之學生自治組織。台灣文學研究所碩、博士班及在職專班在學學生為當然會員。(學務處信件內容詳附件二)
111年台文系研究生成立之「台灣文學系研究所所學會」,其會員資格須繳交100元,不合乎「國立成功大學系學會組織辦法」,且未經過學務處核備,因此雖為學生自治組織,但無法取代105年成立之「台灣文學研究所研究生學生會」。學務處來函表示仍需要按照105年成立之章程召開臨時會員大會進行修改章程、或選舉等事宜。摘錄相關條文如下(章程全文請詳附件三)
第14條;臨時大會(1)經會長決議召開(2)經全體會員五分之一連署。
第15條;臨時大會應有超過應到會員之二分之一(不包含碩三、博三以上人數)方得召開。
第17條;變更章程之決議,應有應到會員三分之二以上出席,出席會員三分之二以上同意作成之。
第23條;凡本會會員得經由大會推選為正、副會長。正、副會長候選人之提名,應於該學年度上學期期初大會進行提名,提名即具候選人資格。候選人於提名結束後,候選人名單公告三天內,得提出不適任之理由,但仍保有候選資格。
由於召開臨時會員大會有學生人數之規範,因此系辦依照註冊組學籍系統10月2日之學生人數公告,目前台灣文學研究所碩、博士班及在職專班在學學生共為91人;不包含碩三、博三以上人數為41人。因此對應以上條文學生須出席人數如下
1.臨時大會連署;全體會員五分之一;18人(18.2人)
2.臨時大會應有超過應到會員之二分之一(不包含碩三、博三以上人數)出席人員: 21人
3.變更章程之決議,應有應到會員三分之二以上出席;61人,出席會員三分之二以上(視當日總出席人數)同意作成之。
*以上人數經過10/4學務處學生活動發展組修正後確認
目前有台文系研究生已經完成召開臨時大會之聯署,並公告在10/11(三)中午召開臨時大會,特此公告會議所需相關人數,請同學們留意,並預祝大會順利進行。

Hello everyone:
In 2023, our department received a letter from the Student Activities Development Group of the Office of Student Affairs stating that the legal basis for the establishment of graduate societies at our school is based on the "Organizational Measures for Departmental Societies of NCKU" (Appendix 1 for details of relevant regulations). The Graduate Student Association of the Institute of Taiwan Literature is the only student self-governing organization in the school that has officially applied for registration and can represent graduate students in the Department of Taiwan Literature. Any students studying at this department (except for students getting their bachelor’s) are already included as members (According to Attachment 2 of the letter from the Academic Affairs Office)
The "Taiwanese Literature Research Institute Society" was established in 2011 by graduate students of the Department of Taiwanese Literature. Membership requires a payment of NT$100. It does not comply with the "Organizational Rules of the Departmental Society of National Cheng Kung University" and has not been approved by the Office of Academic Affairs. Therefore, although it is a student self-government organization, it cannot replace the "Graduate Student Union of the Taiwan Institute of Literature" established in 2016. A letter from the Academic Affairs Office stated that it is still necessary to hold an extraordinary general meeting of members in accordance with the charter established in 2016 to amend the charter, elect elections and other matters. Relevant articles are excerpted as follows (please refer to Appendix 3 for the full text of the Articles of Association).
14th Article: In order to call a special meeting, it needs to get (1) the permission of the student committee head and (2) needs more than half the members to give their permission (through signatures).
15th Article: The special meeting can only occur if more than half of all student members (not including Master’s students or Doctoral students past their second year) come to the meeting.
17th Article: In order to change the rules of the committee, more than two-thirds of all members need to be present at the meeting and vote for said changes.
According to the Academic Affairs Office’s system, there are 91 students in this department. They comprise the student body, and are able to vote to change the rules. there are 41 student members eligible to change the rules of the committee. These voters are subject to the following conditions:
1.At least 1/5th of the student body needs to sign the petition in order for the special meeting to take place. (In this case, 18 people. This includes all students, regardless of year)
2.At least 1/2 of student members (not including students who are past their second year of Master’s or Doctoral degrees) need to come to the meeting. (In this case, 21 people)
3.In order to change the rules of the committee, at least 2/3 of the student body needs to come to the meeting and vote for said changes. (In this case, that is 61 people; this includes all students, regardless of year)
* The above number of people has been confirmed after revision by the Student Activities Development Group of the Office of Student Affairs on October 4
The first condition has already been fulfilled, and so the special meeting will take place on Wednesday, October 11th. Please save the date.
